Blackcats Games: 低分享率增加等待时间

全局分享率低于1.1的增加等待时间，具体见粗体部分。

With the SP system we have, no one should have a ratio under 1.0, and in all honesty, most should have a ratio over 1.1, so you are not just doing the minimum.

I hate wait times, but unlucky for the 4000 members that this effects (most in the 1-1.1ratio bracket) I hate people not even trying even more (especially when we help you out so much).

This is on Global ratio, NOT Actual.

Ratio under 0.5 = 24 hours wait time
Ratio under 0.8 = 12 hours wait time
Ratio under 1.0 = 3 hours wait time
Ratio under 1.1 = 1 hour wait time (not a long wait time or punishment, but enough to make you think, maybe I can do better)

This can be removed or changed at any time in the future (easier or harder).

I have also changed a couple of permissions.

Nfo in the details of torrents can only be viewed by Power User and above
Peer list in the details of torrents can only be viewed by Super Power user and above.

Other permissions may be changed in the future, but those will do for now.

就是出新种子你不能马上下载，要等若干时间才可以。
