I would like to announce two minor changes to our uploading rules.

The first change is for rule 2.1.26. Downsampling of WEB sources is now allowed for audio files sampled at 88.2 kHz and above. This rule used to forbid downsampling of WEB sources for audio files sampled at less than 96 kHz.

The second change is the addition of rule 2.3.20. Leading spaces are not allowed in any file or folder names. Leading spaces cause usability and interoperability problems among various operating systems and programs. Torrents with file or folder names that contain leading space characters are trumpable.

There is no grandfathering and no grace period for torrents in violation of rule 2.3.20.

两项调整：

⒈规则 2.1.26. 变动，从此允许将WEB 分类、采样率为88.2 kHz 以上的内容予以降频。旧规则禁止降频96 kHz 以上资源，旧规则不再适用；
⒉规则 2.3.20 补充，不再允许文件、文件夹命名打头带有空格，此类命名会在一些操作系统、程序中造成混乱。已有资源若存在这个问题，需要被洗掉。


第二项调整适用所有资源，无论新旧。


所谓“打头带有空格”，是这个意思


打头带空格    → “ 快乐的兔子.flac”
打头不带空格 → “快乐的兔子.flac”
