【OPENCD】 上传规则的几点变更 || upload rules updated

详情：
1、所有非官方合集都必须候选，经审核通过后才能发布。审核标准有：合集的完整度，资源的整体质量（Log，cue，Artwork），是否存在类似的合集。
2、官方合集除单独发行的系列专辑可分开发外，其余都必须一起发。
3、无抓轨日志log的FLAC分轨资源，需要贴整个专辑的频谱图，制作教程：标准频谱图的制作。

Details:
1.All unofficial collection or pack must add an offer first. It should be allowed by staff before upload. Requirement: The integrity of the collection ; The quality of the collection(log,cue,artwork or something else) ; Does it have similar collection.
2.All official collection excpet separately issued a series of album could be uploaded not at one time. Other albums should be uploaded at once.
3.If this torrent does not have log file you should upload spectrogram (FLAC multi file should add the whole album's spectrogram not only one single song's).
